Always redirecting to setup screen when nothing pushed to the default branch

When there is nothing pushed to the default branch, but to other branches, you are always redirected to the "empty page".

After creating an new project with "master" default branch. Then I push code to a non-default branch (e.g. "other") When I open the global dashboard I see my push. When I open the project dashboard I see the "empty" page.

Failiures:

• tab bar with "Edit" link for Project is missing -> can't change the default branch
• opening /foo-project/commits -> 404
• opening /foo-project/commits/master -> 404
• opening /foo-project/commits/other -> redirect to "empty"
• opening /foo-project/tree/master -> redirect to "empty"
• opening /foo-project/tree/other -> redirect to "empty"
• clicking "Network" -> redirect to "empty"

There is no warning just "weird" behavior.
