Label in Issues

Summary: Can't view the list of label used and the default one. But to able to see it you need to type something first and delete it to show all labels.

Reproduce:

1. Create an Issue
2. left click label input box
3. type something. Example: "test" or "a"
4. Delete what you input

Result: The list of used labels and the default one will be showed.

Expected Result: even there are no input in the label box. when you click it, it should show the list of label used and the default. No need to input anything and delete it to show the list.
